    Named after Commodore Stephen Decatur under whom his father, Asa Fisher, fought in the war with Tripoli. Reared in New York on a farm and went to Westport Academy.

    Teacher for many years and later a bookkeeper. In 1875 he was elected as secretary of the state board of agriculture and remained in that office for ten years. He inaugurated the system for the collection of agricultural statistics. Twice appointed to the office of state agent for the U. S. Department of Agriculture. Later worked in the grain business and conducted a grain station at Chatham, IL, in 1895. Member I.O.O.F. and Masons.

    He married Miss Marian Jeanette St. Clair of Rochester, Ill, who died in 1867. His second wife was Elizabeth Benton. Father of Frank, a physician, Stanley, Alta May, and Mrs. E. R. Ulrich.

    Henry Hall, the eldest son of the late Hon. Monroe Hall, died in the sixtieth year of his age, at Saranac Lake, June 15th, 1904.

    The funeral services were held in Plattsburgh, at the home of his sister, Miss Charlotte G. Hall, on Saturday morning, when he was laid to rest in the family plot in Riverside Cemetery.
