He was the son of Edmund Burke Roche 1st Baron Fermoy and Elizabeth Caroline Boothby. He married American heiress Frances Work on September 22, 1880 New York. She was a daughter of Franklin H. Work, a well-known New York stockbroker, and his wife, Ellen Wood. The couple had two daughters, Cynthia and Eileen, and twin sons, Edmund (4th Baron Fermoy, grandfather to Diana, Princess of Wales), and Francis.
